What is the name of your state (only U.S. law)? California
Would setting up a living trust avoid Estate Recovery from Medi-Cal or medicaid? Also which type is better:revocable or irrevocable?
Do I also need dual power of attorney or pour-over will?

Only an irrevocable trust would have the possibility of removing the ability of repayment for medical costs paid by the state. However, even that has many tricks. You need to see an eldercare or estate attorney for your questions.
