Permanent Disability settlement


What is the name of your state (only U.S. law)? Guam, U.S. Territory

Back in October 2008 my husband was in a near fatal accident while he was training with the local police department, he fell 150 feet breaking (shattering his left tibula/fibula right above the ankle joint) leg...this is now a permanent disability 19% loss. WC is offering him a $6,000.00 settlement! Even with the fact...that he is no longer able to perform the same duties with his fulltime police dept. job and his part time national guardsmen job. due to the fact he cannot run, climb, hike, and constant pain/swelling of leg. Isn't he entitled to some kind of settlement for all the monies he will not be able to ever make in the future due to his injury? Any advice is greatly appreciated.
