Petition to reopen

What is the name of your state (only U.S. law)?AZ

Diagnosed with pseudarthrosis (non-union) of 11 yr old worker's comp covered L4-L5 fusion. In addition, due to non-union am suffering from bulge and degenitive disc on L5-S1. Recommended to have secondary surgery.

Do I have to wait until petition to reopen is granted to have the surgery, or can I assume financial responsibility and if the petition is granted have it covered under worker's comp?
