Can I be denied a raise if I'm on workers comp?

Maybe. They can't deny you a raise solely because you filed a WC claim but if you are out on leave and the company's policy/practice is not to grant pay adjustments to employees on leave, or you are on a light duty job that pays less, or your job performance is such that a pay raise is not appropriate, then it's perfectly legit not to give you a pay raise.
