What is the name of your state (only U.S. law)? Florida

I am contemplating working for an IT contracting firm, as an hourly W2 employee, located in the state of Maryland. I would be working from my home office, located in Florida. This contracting firm offers medical benefits, which the employee pays for. But this company also charges an additional fee to it's employees, to 'subsidize' the cost of the medical insurance, and this fee is over and above the cost of just the medical coverage. Worse - all employees have to pay this fee, whether or not they purchase medical benefits from this employer. Is this legal, and if not, what laws (state or federal or both) are being violated?
