What is the name of your state (only U.S. law)? Virginia

My husband works for a lumber company as a sub-contractor insulating houses. He gets paid weekly, but they do not take out for taxes and insurance, but send him a 1099 at the end of the year. They do, however, take out 13% for "workers comp and liability". The problem is, I have researched it, and I know that workers comp and liability insurance only costs $1500/year. So far this year, they have taken out about $2500 and it's only July. I feel like what they're doing is unethical, and possibly even illegal. It's very hard to get ahead, because every week that he does well, they take even more.
