Worker's Comp Settlement Offer?

What is the name of your state? California.

My husband was injured at work and had an operation on his shoulder. He is currently P and S at 15%. He has no work restrictions as far as we know.
His employer fired him but now works somewhere else.

Workers Comp of CA is now working on a settlement offer for Compromise and Relaese.

What is a fair settlement offer? How is the settlement amount determined.
He is 40 years old.
