What is the name of your state? CA

Can any employer find out if a prospective employee is or was on workman's comp? Is that public knowledge or protected medical history?

WC reports are public knowledge. Doctors reports are not. If a doctors reprt is questioned records can be viewed. But someone can not wal into a office and say they question and request to see them. The records have to be subpenoaed and a Judge will decide if there reasoning is approperate. However once you go to court....court records are public knowledge. Anyone can request for court records, they just have to pay for them.

Workers comp information is specifically EXCLUDED from being considered protected medical history.

However, it will not come up on a background check; few employers ask about it, and even fewer care.
