Workmans cOMP

What is the name of your state? MARYLAND
I recently recd my hearing decision, I ended up winning the hearing with the stipulation of 9-608 be used to determine job relation injury. The hearing Officer granted 50% compensation for disability. They also referred to "Blake" in making this decision.Can any one tell me what "Blake " refers to?
