workmans compensation for calif.

What is the name of your state (only U.S. law)? california

My father is 98 years old who fell at his volunteer job three years ago and broke his hip ( he was covered under workmans comp) since his fracture he has needed 24 hour home health aides. I have four doctors and the Pt who have seen and treated him stating he needs 24 hour assistance. Before his accident he walked to work four days a week with no cane or walker and was completely independent. six months ago the insurance company took away his 24 hour care. I had a QME exam almost two months ago and no results yet. I have been told he must go for an expedited conference before an expedited hearing. What is the legal amount of time before he gets an expedited hearing and or conference? Is this the path my father should be on to get the care he deserves under article X1V 4 of calif. state constitution?
