What is the name of your state (only U.S. law)? Georgia
My husband and I have been married almost 24 years and he has been my daughter's step Father since she was 2 months old ( but truly the only Daddy she has ever known )...now she is 24years old and they both want for this adoption to happen. She and her Daddy want her to have our last name but she also wants to change her first name as well. Is that possible? She lives in Washington and we live in Georgia so my questions are will she legally be able to change her first and last name when the adoption goes through and what state would we need to file the adoption papers in?

Adoption gets filed in your state. Her name change would get filed in Washington.
