If a director is legally bound to terms of a Company Voluntary Arrangement (CVA) with one company, with 2+ years to run, would it be legal for him to start up + trade with a new company from same premises + same business (publican) behind Liquidation Practitioners back building up over £100K debt with 50+ new creditors?

US Law only. You'll need to ask a solicitor/barrister your question.
