Thank you for that, MY question now though is regarding the concern as if the mother has filed anything in arizona. How can i find that information out? If the address i was given is correct i know were they are. Would i call the county court house to see if she has filed anything?

Usually, but not always (technically, you SHOULD have received it, but there are ways around that). Check the court records in her county to see if anything has been filed.
Meanwhile, file in WA as soon as you possibly can. Then, if she files in AZ, you object on the basis of lack of jurisdiction and a pending action in WA.
