What is the name of your state (only U.S. law)? Virginia

If an ex files a modification to child support then before the trial date files a Nonsuit without judgement what does this mean? Can they refile the case back to the original file date at a later date? For example if the original modification sought a new calculation effective 1/1/18 if they refile will the modification start date be 1/1/18 for adjustment again or the date they refile a motion to modify child support? Also if a counterclaim has not been filed does my attorney need to sign the motion as requested?
