step children credit

What is the name of your state (only U.S. law)? WA state

This question is so mundane compared to some of the real problems posted here, but -

My ex quit paying child support this summer justifying it due to the fact that we switched residential time with our daughter so that he had her full time minus everyother weekend and one day a week until school started again.

So I had the state garnish his wages (It was a monthly ordeal to get him to pay prior to that anyway, and now I would have to speak to him less) they sent us notice that since our child support order had not ever been modified that it could be. So I filed to have them review, they reviewed and part of the outcome was that they gave him credit for his step-son, who has only lived with him and his new wife for one year out of the three since they've been married.

Is that standard practice? Shouldn't the boys father be supporting him? What is the name of your state (only U.S. law)?

Object to the amount they credited for the stepson due to the fact that he is not legally responsible to support said child.

Your spouse's income will be counted if you are asking the court to deviate from the schedule. Example: If you ask the court to deviate from the schedule because your stepchildren live with you, then the court will count your current spouse's income.

He and his wife had two babies in the three years as well, so he got credit for all three children. The amount he would have had to pay was $794, and then after the credit adjustment it was $550. So it was a $244 credit. They didn't break out per child just listed the children as the reason for the credit.

I must seem petty, it's just that my ex has never contributed anything financially towards our daughter that hasn't been court ordered. His wife bought her a $12 gift for her birthday last year. (I ended up spending over $300 for her party / gifts etc)

It's the point that he's trying so hard not to provide for her that gets to me. Even using his wife's son as an excuse.
