Contractor took money without doing any work

I live in Wisconsin and paid a contractor $5400 (half up front) to place a metal roof on a rental property. This was the 16th of October 2017. He still hasn’t started the job, I have a signed contract with him and he has continually put off the start date, now out to 4 months. Up until the last few days he has stayed in close contact, responded to calls messages. Over the last few days he seems to have ceased communication. What should I do? Kiss the $5400 goodbye? I’m at a loss and sick over the situation.
