Depending on all of the facts a criminal charge could be possible. Initially it is a civil matter but depending on all of the facts, it could result in becoming a criminal matter.

One would be wise to either pay the contract as agreed upon or relinquish the property. Failure to relinquish the property upon demand is where is could turn from a civil to a criminal matter.
