In wa state. If I have divorce papers signed but the father won't sign the parenting plan what can I do. Do I have any other options other than waiting for him to get his s*** together?

You have the option of proceeding with a contested divorce, one without his signature. That would make it up to the judge to decide what your parenting plan will be. Most likely it would be in your best interest to have an attorney in that case.
