You cannot legally get a license in TX while your license is suspended in Connecticut.

Your international license has no real meaning in the United States. It's just a translation of your foreign license.
Connecticut can't obviously suspend a license of theirs that you don't have, but they can suspend your driving privileges in that state. However, with the latest computer interconnects, you will find that you can not get a license ANYWHERE until you reinstate yourself in Connecticut's eyes.

By the way, if you were here for more than a year, you were expected to get a CT license anyhow. You're going to have to fork over $175 and whatever paperwork CT wants to the DMV there before anybody will consider licensing you.

So what I understood is that, if I pay the fee which was incurred, will I be free from all these.. Because I dont have any official Identification proofs to submit as i am a student..
To get the IDs I have to get rid of this.. I even tried to call the number specified in DMV. But none of the telephones work.

If I can understand your post, you're trying to deal with the part about exchanging a non-driver CT ID for a license when reinstating. You obviously can't do that if you didn't qualify for such an ID to begin with. That has NOTHING to do with reinstating yourself though. It's just a streamline for those who had a CT license before they were suspended.

Were you under the influence of drugs or alcohol when this "accident" happened?

Sorry.. I coulnt get the certain link to post on my problem. i saw this under suspension tab..
Actually what happened was, I was going to drop my friend on a snowy day.. There was a vehicle coming opposite my car which got slided on ice and crashed my car. The other person accepted that was his mistake. I even got the insurance money. But my licence was suspended because i had it as an IDP. I donot have a valid US licence..
Now the suspension period is finished. Because of some reasons I couldnt concentrate on getting valid licence.
I have finished my Masters and this is the time where I might need my Identification proofs. Without clearing this I might not be able to go on further. Now I have moved. So can I take the drivers exam in another state since I couldnt go back there... its a tough time for me..

I was not an alcoholic or had drug on that day..
That happened on pretty early morning..
