I'm also pretty sure that the ga state unloading procedures for school bus drivers tell them to stay on the main highway. If you wanna save children let's make it mandatory for them to pull in the neighborhood!
I would expect them to stay in the lane of travel.Logically, would you expect a school bus to stop and disgorge passengers except from the extreme right lane of a highway? If you were going the same way and passed a school bus properly displaying the passenger discharge lights, you deserve the ticket. Whether the bus was going to continue straight or turn afterward is irrelevant.

Oh, yes, the 'victimless crime' defense. Run with that.Furthermore, how can I be prosecuted in a court for a crime with no victim? Is the camera going to testify against me?? How can the court prove I was the driver? And why should I have to give up my fifth amendment right and say who was really driving that day. I don't feel like this is the answer to saving our children. The laws are not clear and I'm a perfect example of that.
