What is the name of your state? Colorado.

The Third Amendment " No Soldier shall, in time of peace be quartered in any house, without the consent of the Owner, nor in time of war, but in a manner to be prescribed by law. "

What is the person was not a soldier, could the government force you to quarter them without the consent of the owner via a deed restriction mandating it or would that be unconstitutional?

If there were a deed restriction requiring that someone be quartered in the home (soldier or not) it wouldn't be "without the consent of the Owner" because the owner would have agreed at the time of purchase.
