You'll see that the text you quoted does not appear within that decision. You will find this:

Income has been defined as "the gain derived from capital, from labor, or from both combined"

However I recently heard an argument that "Federal Income Tax" is a tax applicable only to "Federal Income". So if you are not a Federal employee, you are not required to pay tax. The proponent goes on to show what form to file in order to "correct" the W2 issued by the employer to correct for the mis-classified income. BTW, this guy currently has a GPS strapped to his ankle and will probably end up in jail pretty soon. Not for income tax, but for a different issue where he interprets the law differently than the rest of society.
