Driver made right hand turn, no turning signal, ran into my car

The driver was at the right of the center line, at a green light, she did not have any turn signal on for either direction

NOTE: there were TWO traffic lights, both green... i passed on the right, because both traffic lights were green (assuming that her green light was for a left turn only lane)

her passenger side front has damage. (quarter panel and tire)
much more than my driver side front , which was quarter panel and door damage (her car had to be towed, the tire was 45degree bent)

So the policeman tells me i was 'passing in a no passing zone'.

And now having driven back, i see that the intersection before AND after BOTH have the same traffic light set up (2)
but the before and after intersections have clearly marked left turn arrows...

i based my driving choice on the dual traffic lights, i was not looking at the pavement, but at the dual traffic lights.

will i be deemed 'at fault' for this accident????

If you are not supposed to pass on the right, then you've got a problem.
There's no way we can predict whether various folks will find you to be at fault.

I don't see how the number of traffic lights is relevant, or why that means you weren't paying attention to anything else.

Your description of the scene is far from good. How many traffic lanes were there and was the other car in a left turn only lane?

What does not looking at the pavement have to do with anything? Were there pavement markings that controlled traffic flow?

How many lanes are we talking about here? It sounds like someone was in the right lane and you passed him. Sure he should have signaled a right turn but you made an illegal pass and hit someone in the process.
