No, but the system permit access to the DMV databases of the states and territories via NLETS ... I should have clarified that early on. It's NLETS (the National Law Enforcement Telecommunications System) that is accessed via NCIC to contact the respective DMVs.

Hard to prevent unlawful access to records. If people are willing to break the law ... <shrug>

ALPRs generally only pass along info for vehicles flagged in a local, state, or nationwide system. There is no need to review ALL the many hits they receive, only the ones that are of particular note.

There are always ways to better secure most private information, however.

And, yes, I didn't mean individuals can access information on themselves by accessing the system. I just meant the information is available to them through requests to the agencies holding the information.

Most likely a subpoena of local video footage or more likely someone recorded the alleged car plate number got handed over to PD.
I am quite sure either DC asked VA DMV for more information, or NCIC check was done (but plantiff has no criminal record)

The USDOJ and the state agencies responsible for these telecom systems strictly regulate access and technical protocols. The paperwork and compliance checks and audits were annoying to say the least. When there is the perception of a problem or weakness,an agency can be terminated from access. A state in the southeast had the state's entire Probation system barred from access for protocol failures some years ago, and stories of individual agencies being cut off periodically surface.

As a note, I was our agency coordinator for 14 years. It was a tedious job.

Note that while non-LEO can't access NCIC, there are access to DMV records (with limitations) for non-LEO. I have an account on one, and have to certify on each request I have a legal use for the information based on the DPPA and other laws.
