My landlord has the hot water heater on a timer and is insistent it remain this way. This is a new phenomena to me. Does anyone have feedback? Can this be rightfully done by a landlord? It's really not much of an issue, but a curious topic.

I am assuming that means that there is only hot water available part of the time? What hours is hot water available?

My guess, illegal.

If you have access to the timer, just turn it off and leave it off. There won't be anything he can do about it other than maybe decide not to renew your lease. Which is probably unlikely since he'd have the same issue with the next tenant.

Please elaborate as to exactly what it means to have a hot water heater on a timer. While I suspect that "LdiJ's" guess is correct, I'd rather not guess. Also, what type of residence are you in (room in someone's house, apartment, SFR, etc.)? And what state?

That is absolutely NOT legal, but since it's really not that much of an issue to you...why worry?
