What is the best way to do this? I have been alone for a long time. I know I don't have much money but if need be if money is needed maybe I can borrow some from members of my family. Anyway, I love this girl, she is real kind hearted. She wants a better life here in the states and she deserves one. So what is the best way for me to go about this?

Consult with an Immigration attorney. It is not a do it yourself project.

Have you ever seen this woman in person?

I have video chatted with her, she is real.
You say this Russian female is seeking a “better life” in the US. You have had numerous money issues. Are you sure you can provide for her when you are having difficulty even providing for yourself?

You will want to consult with an immigration attorney. Although I can appreciate that you are lonely, I think there are better options available to you.

I suspect that you are being scammed. It is extremely common for folks to prey upon vulnerable people, such as yourself. You would be much better off breaking ties with this person and finding someone that you can meet locally, in person, and get to know.

She has never asked me for money and is aware of how I live. She still cares too.
You will not be asked for money right away. You might, however, be asked for your social security number or other personal information, with an explanation that this information is necessary for filling out a Russian application.

The scams are common. If you are confident that you are not a victim of a scam, see an immigration attorney in your area.

You really should find a safer way to assuage your loneliness.

Never asked for anything other then contact info like a phone number for WhatsApp, a Skype Name and an email.

I would be very very wary, DisabledGeek.

Online friendships can help you deal with loneliness but talk of Russian brides should raise for you all sorts of red flags.

Speak to an immigration attorney in your area and explain what you want to do. An attorney can help you research this proposed bride - and I suggest you do this before you find your bank accounts drained or you find creditors billing you for thousands of dollars worth of charges to accounts opened in your name.
