What is the name of your state?Minnesota

If a minor in a public school system were to make and distribute a document that could possibly be used in crimes against the school system (such as a map of security cameras) and that person included a disclaimer that stated that the creator was in no way responsible for any actions influenced by the document nor did the creator encourage any illegal or illegitimate activities, could the creator of the document still be charged with violation of a law or be expelled from a public school?

He might attract unwanted attention, but I doubt it would be unlawful unless he obtained the information illegally. And I suppose he COULD be charged with assisting in a crime if a crime was committed using that information ... but that is highly questionable.

More importantly, why would he want to do this? Just to be a pain in the tail? Or does he want a cut of the next drug sale, break in or mugging?
