How is this a legal question? You should speak to a surveillance camera installer.

You shouldn't allow your camera to "peer" in to your neighbor's back yard, nor should it be able to record private conversations - the installer can help with that.

You are allowed to install security cameras on your property. You just have to avoid intruding on the privacy of your neighbors in areas where they have a reasonable expectation of privacy (e.g., inside their home). Avoid audio recordings. Video only.

So, if I was deaf and could read lips, would it be recording the neighbors conversation if I video record them where I could see their mouth and be able to know what they are saying?
