Well, when you have a chance to speak to them, ask them to explain to you exactly what happened.

If you were having seizures and you were later unconscious, you would not be aware of what efforts were made to contact your family. You will need to find this out.

I hope you are recovering well and will be out of the hospital soon.

I doubt there is any legal duty to place calls to your emergency contacts and, even if there is, this is a "no-harm/no-foul" matter. Your contacts were notified in a fairly timely manner and you have seemingly suffered no ill effects caused by any lack of contact by the halfway house.
