Irrelevant. Only infractions that occurred within 18 months of the one being adjudicated are relevant. Something from that long ago wouldn't even be visible on your record.

There's no immediate plea bargain - he has to be scheduled for the pre-trial conference. If he shows up on the return date it's only to enter a plea.

They get that and then some, but sometimes lessons get lost in the heat of the moment. Plus the detective wasn't wearing body armor because he shouldn't have been responding to things like this to begin with, but he heard it over the radio and did respond. That's the kind of guy he was.
There is a return date printed on the traffic ticket. That is the date that the court must receive your plea - doesn't matter whether it's guilty or not guilty. Yes, you can just bring the ticket into the court and hand it to one of the clerks with the appropriate plea section filled out and...

He'll get his deductible back if his insurance company gets reimbursed by the other party's insurance company and based upon what the OP has said so far that will be the case. Filing a claim with his own insurer is the easiest way to get this resolved.
I'm not sure what Jalopnik is or how reliable their "news" is. I've seen silly signs like that on private property (probably posted as a joke - they're unenforceable anyway) but never on any public highways.
