I'm guessing it was around Connor Street.
If you get one more speeding conviction within 18 months of the first one your driving privilege in New York will be REVOKED.
Since it was on 95 the NYPD Highway Patrol wrote you - you have NO chance of winning in court, with or without an attorney.
He should be speaking with his attorney about this.
If he has an active warrant and will be extradited then he will remain in jail until he gets picked up by the authorities from New York.
About 10 years ago I was at a self-service car wash and the lane I was in seemed to have a non-functioning credit card reader. I was already in a pissed off mood and that made it worse. I decided to try the next lane over and just backed up without looking thinking I was the only one there...
The assumption is that the other driver will lie to his own insurance company to save his own skin. Once in a while I've been surprised when the other party has admitted fault, but I was just involved in a collision about a month ago where the other party was an NYPD sergeant off-duty. She made...

You didn't do a very good job explaining much of anything. If it doesn't involve you then you have no say in the prosecution or what charges get "levied".
Oh brother...
If this doesn't involve you then why do you care?
If it does you'll have to do better at providing details than you have so far.
Your option is to forget about Global Entry. As I said Mobile Passport works great and gets you expedited entry.
I flew into JFK from Germany last year and once I got to Immigration I was out on the street in literally five minutes.
I'm curious if you travel internationally a lot and if you've ever had a problem coming back into the country.
You might want to take a look at Mobile Passport. I've used it on my last two international trips and I can't see any way of coming into the US being easier. Best of all it's free.
