The vehicle damage won't be different depending upon who had a green or red light. Neither would black boxes provide useful info, if the vehicles in question even have them.

Unless the other driver admits to what you think she did then more than likely it will be a he said/she said situation. Were there any documented witnesses to the collision? If not then don't expect to get anything at all from the other driver's insurance.

Anyone arrested on a criminal charge such as robbery needs to retain an attorney and speak only with their attorney.
I have run into many people over the years who threw the term "minor" around without knowing what it really means. Plenty of people think anyone under 21 is considered a minor.
FYI, in New York the judges who are elected for positions in the town and village Justice Courts do not have to be attorneys. In the areas I work they all are, but I know that in more rural areas of the state that is not the case. The elected judges attend a "Taking the Bench" certification...
