  And if the judge advises that the course may be taken online just keep in mind that the final exam for the course must be taken in person at a specified location in Virginia.

  Other than being in constructive possession of the syringes and drugs? Maybe giving rides to people you don't know? The police can tell you anything on the side of the road to make you feel good and to keep you quiet. My guess is they thought you were involved with the girl and drugs somehow.

  NJ mandates a $100 suspension/revocation termination fee. Until that is paid his privilege remains suspended/revoked. There may also be additional fees related to his convictions.

  Not necessarily. His suspension/revocation period is over - but he likely still has to at least pay some sort of fee to get his privilege restored.

  In his case he has to get his driving privilege restored, not an actual license. Even if he were to magically get an SC license he wouldn't be permitted to drive in NJ if his privilege was still suspended/revoked.
