I agree, but when the attempt to reach a settlement is in a situation where his/her client would have no chance of winning in court, is the OP characterization not accurate?
Lawyers send countless letters that have no force in law and are intended to intimidate. The percentage quoted might be high, but is the characterization incorrect?
I believe the legal consequences have pretty much been laid out. I am curious to any knowledge or speculation as to why a shelter would have this policy.
In general in North Carolina, a passenger in a traffic stop is not required to show ID or otherwise identify him/herself. The specifics of the situation can completely change the answer (for instance, was it a traffic stop or a different kind of encounter).
