     Failure to pay Taxes to the state - hypothetical question

     What is the name of your state (only U.S. law)? Arkansas hypothetically speaking... around here when you do not pay for your yearly tag they write a ticket for "failure to pay all taxes due to state" now let's say that you are from out of state, can a ticket still be (legally and justly)...
