Not necessarily true. If the person's SSA income is below 739 a month ( old number I think) you would qualify for SSI to bring it up to the SSI thresthhold.
Also, you need to understand that under the fair debt collection practices act a debt confirmation need only state that the debt is valid. They do not have to provide proof at this point.
But that doesn't make it illegal to do it, just because they choose not to do it. I agree it may make it more difficult to prove if the OP chooses to fight the ticket.
