If it was our HOA, reserves are for big, one time type upgrades. If it is coming out of the operating and you don't have enough, maybe you should raise the dues to be able to keep up with the landscaping. Landscaping should fall under operating.
You could tell her that if she wants to stay she then she is considered the tenant and that she'll have to pay you your half of the rent. Just my two cents. Maybe an estate lawyer could give you some free advice too.
