In the state of Maine, if the Father refuses to pay for medical insurance or college expenses, can he be brought back to court to contribute & what is his responsibility?

My response:

What do the court orders currently say about these matters? Of course, court orders may be modified during the minority of the child, but it's a real uphill battle. If they weren't, these matters should have been dealt with during the original hearing.
