Yes. She is a co-owner, and has full rights to occupancy. If your grandmother wants to keep her out, she will either need to buy out the daughter's interest, or pay rent to the daughter, probably 1/4 of the fair market rent for the condo.

One more question. My step-grandpa died and in his will he stated everything, including items he brought into the marriage are my Grandma's until she passes. In my Grandma's will it states what was her husbands, so I guess that would go to his daughter when my Grandma dies. Does the daughter have a right to anything else??? Her Dad never made a list of what was his or hers, just the specific items listed in ny Grandma's will. She is harassing my family that the list in my Grandma's will is not complete, and wants to come in the house and make a list of what she thinks was her Dad's.
Grandma can do whatever she wants with her stuff.

regarding 1/4 condo

Does she have a right to keys to everything. My Grandma owns 3/4 of the condo and they despise each other. What can we do?

Of course she has a right to keys -- she's a part owner of the condo. She also has a right to enter whenever she wants to, and to occupy the property. Remember, she's a co-owner.

Now, if grandma wants to buy her out, well, then of course the daughter won't have any rights to enter or to the keys, because she will no longer be an owner. And if Grandma starts paying rent, then essentially the daughter becomes a landlord over her 1/4 interest in the house, and then whether or not she can enter the propety without permission will fall under landlord/tenant law.

But so long as they are both co-owners, each one has full rights of occupancy and entry.

Or maybe Grandma could sell her interest, and move to another condo.
