I have a school that is licensed to operate in the State of California. The school offers strictly online non-degree (certificate) courses, presented via the Internet. Obviously, students from all over the country join the program. Do I need any type of approval from other states to offer the program to their residents?

I am posting this in Internet Law because the question really is in which state is the transaction taking place when training is conducted through the Internet? For example, if a student from Florida registers for an online course located in California, is the transaction taking place in CA or FL?

Thank you,
Mark.

Do you know what you are talking about?
People join from all 50 states, I cannot control where the Internet surfers come from.
Going through the licensing procedure in each state is next to impossible. There is no such thing as being "certified" as you said in your post. There is a state licensing procedure and it is very extensive.
