just to be clear:

you did have a learners permit that presumably has expired

You never obtained a drivers license

you were stopped and it was discovered you had no license.

am I right so far?

ok, new questions:

have you ever been stopped before for driving without a license?

have you ever been in an accident and failed to file an SR-21?

Have you ever been in an accident and found to be at fault and failed to pay for the damages you caused?

The "suspended" usually refers to a license OR driving privilege.

That's how holders of out of state licenses can face the same charge even if their actual license is valid. Or how individuals with no license at all can also be charged with the same offense.
