14 day eviction notice, during 30 day eviction period?

Hello. Thanks for a great site!
My mother is renting a home to some folks who have habitually been late on the rent. She does have a lease agreement, for a 6 month lease, that states rent is due on the 15th of each month, late there after, and that the tenants have an additional 14 days to pay before a. 10% late fee is added. Last month marked month 3 they have been 30 days or more to pay, and she has decided to start the eviction process. Two months ago she gave them a late notice stating they were more then 14 days late. They did pay that months rent. Then for last month, August, They have still yet to pay. She served them with a 14 days to pay, 30 day to leave type eviction notice, as required since were in a u.tr.r.c.a.county... as of 12:01 am tonite, they not only owe the last months amount, but also now this months rent. As I understand it, since she has served them a late notice, and a 14/30 eviction, she now has the right to serve them a 14 to leave or evictions will proceed thru court notice, since they have violated the lease multiple times. My questions are, 1, can she go ahead and give them the 14 to vacate now? Does she need to wait till the original 14/30 runs its course first? They technically have until the 22nd before their 14 to pay is up, and 2 additional weeks to vacate... unless she can go ahead and give the 14 to vacate? Hope that makes sense, and thanks in advance.
