they released the car!
we brought a printout of the code 14602.6 with the relevent highlighted sections and the required papers (valid license ect.) and they were dumbfounded but it was clear they had to do it.
it sure helps to be informed now we just gotta try and cut a deal with the tow yard.

Congratulations! At least they did the right thing when confronted with the proof.

Like I said, this is a very overlooked area of the law and responsibilities law enforcement agencies have. Before I came to my current agency, they hadn't a clue on this. I had to learn about it and have been the guy that is in charge of this ever since.

Good luck, and keep an eye on that license.
