I live in Ohio with my girlfriend, which is still 17. Hey parents gave her permission to move out and live with me but now they are telling her age has to come stay with them. Does she legally have to listen to them considering that she doesn't live with them anymore?

Yes! Until she is 18 she is subject to their rules. If she does not come home, they can come and get her and the police may assist her in retrieving their daughter!

When she is 18 she can go where she wants with whatever her parents let her leave home with. Until then, they legally have to provide for her and she legally has to live where they say.

If your question is, having given her permission to move out does the law prohibit them from rescinding that permission, the answer is no, it does not. They are free to change their minds and require her to return home. Until she is 18 she lives where they say she lives, and they can change that every day if they want to.
