The LEGAL age for her to move out is 18.
If she is being abused, the legal recourse is not for her to move out illegally, but to contact the Child Protective Services.
Did I mention that if she runs away from home, which is what moving out at age 17 without consent is called, anyone who takes her in can face legal charges as well?
