A question for a friend:

I did online classes to get my Bachelor's degree from Ashford University and decided to attend again for my masters degree. Well, i ended up oweing them $1,600 and now they wont release my Bachelor's degree transcripts because i owe on my masters. Is this legal to withold both when one was paid?
