What is the name of your state (only U.S. law)? OR

Post Judgment Temporary Parenting Time filed August 08 states that mother shall not possess or consume alcohol in child's presence.

Final order was filed in December 08. It does not address the alcohol issue, but there is a preservation of general judgment terms that states:
Any terms of the original Judgment and subsequent amendments not amended by this Supplemental Judgment shall remain in effect.

Does the stipulation regarding the drinking from the temporary order still stand since it was not addressed in subsequent order?

Additionally, it has come to light that there is an active arrest warrant out for the mother for violation of probation in California (she resides in Oregon). Is this ever grounds to not allow visitation, without be cited for contempt?

No, that is not a reason to not allow visitation.
