2 Year old Lien

Louisiana, My wife and i built a house 2 years ago, and the contractor did a lousy job on the house. We contacted a attorney, but he was one of those give me money and i won't go out of my way to help you kind of lawyers. The contractor put a lien on my property, and nothing has been done about it, he has never filed a lawsuit or anything. He still did not finnish making the repairs to the house that were wrong to begin with. How long can he keep this lien on my property? We would like to refinance to a lower interest rate but cannot because of this, can we request that he pay us back for the extra money this has cost us?
