21 day clock for deposit accounting (is this a violation?)

According to Wisconsin law it appears that a landlord has 21 days to provide you with deposit accounting. It also states that a landlord cannot be held responsible for lost mail or tenant failure to provide a forwarding address.

The letter was dated 17 days after move out. It was postmarked 19 days after move out. They mailed it to the wrong address (even though I had filled out and returned the special forwarding address form my LL requested) The USPS forwarding label is dated 23 days. I received it around 27 days.

1. Would a court see this as a violation?

I doubt it . It was postmarked in time . The LL could have misplaced the forwarding address , and thus sending it last known .
