25 years of water damage unknown & denied

What is the name of your state? Oregon. We were having some repair work on our house when the contractor started gasping as he took off our aluminum siding. It seems when the addition to the house was built 25 years ago they put the windows in wrong and rain water has been dripping and trapped behind the siding ever since. We bought the house 18 years ago. It was properly inspected and we got a conventional loan. We had no idea but our whole addition is ready to collaspe, but because it hasn't yet (although close) the insurence company safeco is denying our claim. Repair estimate is $20,000 excluding interior repairs to kitchen floor and cabinets. Suggestions?
Do we have any legal rights from our home owners insurance?
The reason they are denying it is because it is water damage and they don't cover any water damgae. Leaky hot tub swimming pools, gutter damage and evidently improper construction.
